    Amidst widespread civil unrest, political upheaval, and natural disaster, the Institute for Economics and Peace (IEP), has deemed the world as a whole to be less peaceful for the third straight year.

    Positive Outlook for Uruguayan Tourism

    Montevideo, Jan 3 (Prensa Latina) Experts with the Uruguayan Chamber of Tourism predicted a record number of visitors in January, with most hotels completely booked for the first quarter.

      Luis Borsari, president of the Chamber, told reporters that the Maldonado, Rocha and Colonia regions continue to be the most popular for tourists.

    November and December were excellent for tourists, mostly from the region, and from Europe.

    Domestic tourism is doing well, and visitors include many Argentinians and Brazilians, especially in the eastern region, he said. The New Year's holiday marked the beginning of vacation time for a large number of Uruguayans.

    In the previous tourist season, Uruguay took in USD $1.1 billion and received 2.1 million tourists, without including cruise ships or domestic tourism.

    Two Big Players to Join the Free Trade Zone Universe in Uruguay

    Promotion and development of Free Trade Zones has been declared of national interest by Uruguayan law. This policy aims to boost investments, exports, employment, and certainly, international economic integration.

    As we all know, a FTZ in Uruguay entails among others:

    - All national taxes exemption, including income tax, VAT, etc. either already in force or to be created in the future.

    - Telecoms costs reduction due to the exclusion of state monopolies regulations.

    - Payment of royalties, interests, technical services, and dividends made to foreign countries by free-tax zone users, not assessed by IRNR withholdings.

    - Up to 25% foreigners allowed in staff, who are free to choose whether to make social security contributions (as Uruguayans do) or not.

    - Goods’ entry and exit to the free-tax zone exempt of all taxes.

    Canadian-based Scotiabank to Land in Uruguay

    The arrival of Scotiabank in Uruguay reaffirms the solid brand positioning of the country both in the region and worldwide. The bank has just confirmed the purchase agreement of Uruguayan Banco Comercial and the financial institution 'Pronto!" in a $300 million operation.

    Uruguayan Government to Ensure Infrastructure Keeps Pace With Growth

    While Uruguay offers clear competitive investment advantages, a well-developed infrastructure is key to continued economic growth.  This is the message coming from Uruguay's political and business leaders, and with achieving the coveted "Investment Grade" rating being one of the main goals of the current government, infrastructure has taken centre stage.

    While the country is ranked second in infrastructure development in South America (The Global Competitiveness Report 2008-2009, World Economic Forum), and has the most elaborate highway network on the continent, Uruguay's Economy Minister Fernando Lorenzo admits that to ensure the sustainability of economic growth, it is necessary to continue with investments in national infrastructure.

    Uruguay — The "Most Prosperous" Country in Latin America

    Last month the London-based think-tank Legatum Institute placed Uruguay third in the Americas (after Canada and the U.S.) on their annual Prosperity Index. According to the institute "The Legatum Prosperity Index is the world’s only global assessment of wealth and wellbeing; unlike other studies that rank countries by actual levels of wealth, life satisfaction or development, the Prosperity Index produces rankings based upon the very foundations of prosperity, those factors that will help drive economic growth and produce happy citizens over the long term."

    The nine factors that are taken into account are: economy (Uruguay ranked 46th worldwide), entrepreneurship and opportunity (52nd), governance (29th), education (37th), health (40th), safety and security (22nd), personal freedom (11th), and social capital (34th).

    Uruguay to Continue with Better Distribution of Income

    Montevideo, Nov 14 (Prensa Latina) The Council of Ministers of Uruguay approved several measures under the current macroeconomic policy with the objective to improve social economic division, the Presidential web site published.

    Alberto Breccia, Presidential secretary and Deputy Minister Diego Canepa said that the Ministry of Housing will grant non-mortgage loans between 2 000 and 10 000 dollars for renovation and extension of houses.

    Regarding construction there is a draft the President sent to parliament in the last few days in order to be approved.

    A card to buy groceries will be granted to 30 000 citizens.

    The Ministry of Social Development, of Livestock, Agriculture and Fisheries, of Labour and Social Security as well as the Bank of Social Security are working on increasing the allowances for rural families.

    Breccia said that it is necessary to maintain macroeconomic policies to ensure the continuity of a growth agenda.

    New Marina Near Punta Del Este

    The government has garnered support from all political parties to build a marina in Punta del Chileno just outside Punta del Este. 

    Public Works Minister Vor Rossi met with several leaders from Maldonado including Intendant Oscar de los Santos, Senator Enrique Ant? Deputy Fernando Casaretto and a representative of Punta del Este businesspersons. 

    The marina will has 400 mooring spaces (30 for large sailboats), a hotel with casino and real estate developments. 

    De los Santos said the investments in the port and hotel total USD 280 million and the real estate development could add hundreds of millions more. 

    Rossi said the delay of the presentation of the bidding terms is due to the lack of technical reports from the Ministry of Transport and Public Works for the port and the pending environmental impact report.
